The registration certificate is the other name given to the Vehicle Ownership registration card in Kenya. This document is absolutely mandatory in order to put a vehicle in circulation. It can be claimed in case of control of the authorities. If you do not show it, you incur a large fine.
When there is a transfer of motor vehicle ownership in Kenya, the new owner must register his name with it. This situation occurs in particular as a result of:
A transaction with another person (purchase, sale, exchange or donation)

When transferring ownership of a used vehicle, the total mileage travelled by that vehicle must be declared, except in the case of a moped or motorcycle with a cylinder capacity of 125 cm3 or less.
You need to file a vehicle’s file list its descriptive data (make, model, year, engine capacity, net weight) as well as those relating to its registration (number of former owners and years of acquisition).
The file makes it possible to know, in particular, whether the vehicle:
Has been seriously damaged or rebuilt
Has been mechanically verified by the Company
Has been used for commercial purposes (eg as a taxi)

Open the NTSA Web Portal using this link.
The buyer and seller are required to register an account in order to transfer a vehicle.
Click Register Account to enter your details and follow the process to complete the registration.
Make sure you click Subscribe SMS at the top right of your screen to receive a security code and other notifications associated with the vehicle transfer process.
After registering, use the link provided above to display the login interface.
Click the login method to choose whether to use the ID number for individuals and the user name or certificate of incorporation for businesses, followed by your password.
Enter the pop-up security code sent to your mobile phone via SMS.
Finally, click the Login button to connect to the system.

One of the most important services provided here is the transfer of ownership which would normally take a lot of time.
To access the transfer menu, you must click the Vehicle Registration button.
Then proceed to the property transfer request.
Next, you must click on the Create New button and enter the registration number of the vehicle you wish to transfer.

How to accept/refuse ownership of a vehicle by the buyer in TIMS
To accept or reject the transfer, the buyer must log in to the web portal.
Once logged in, you must click Accept Property, enter the registration number, and click Request.
Click View to see the details of the vehicle.
Under Security Verification, select the verification (mobile) mode and click Send verification code.
The system will automatically send a verification code to the mobile phone of the buyer. Fill in the code and click Accept or Decline during the transfer. Once you choose decline, the vehicle returns to the seller. On the other hand, if you agree, you must provide all the relevant information required.
Finally, click Submit to have the request forwarded to the NTSA for processing and issuing the logbook within 7 business days.
However, you should note that the buyer and the seller must have an account on TIMS. Similarly, both must also subscribe on mobile to receive an SMS code.
In addition, those who have an eCitizen account can use their usernames and passwords to log into TIMS and update themselves accordingly. Inquiries can be sent via the free NTSA app, available on Google Play Store.
